The Visa Bulletin for November 2024 has been published, showing the cut-off numbers that will apply in December. The cut-off numbers in question for the most part are the same as those published last month – for November.

With the exception of the North America and Oceania regions, and the exceptions countries from the Africa region, all other cut-off numbers were repeated in the November Visa Bulletin. This is the third month running that most of the 2025 Diversity Visa cut-off numbers have been maintained.

Why that happened

When the Visa Bulletin was published last month, we recalled that it was the second time that a Visa Bulletin had been entirely reproduced. We also indicated the reason why that had happened in the first instance. The reason remains the same!

In effect, the DV-2025 October cut-off numbers had been established too high. They are therefore being repeated until we get to the point in the fiscal year that naturally corresponds to the cut-off numbers in question. That time could be now. Past Visa Bulletins seem to demonstrate that. And if that is the case, then normal cut-off number increases are expected in the next Visa Bulletin.

December Cut-Offs

Below are the cut-off numbers that will apply in the DV 2025 Program during the month of December 2024:

What it means

The December cut-off numbers – as they have been established – means that case numbers that are eligible for December interviews are as follows:

AFRICA (maintained): Case Numbers up to and including 14,999;

For the Africa region’s exception countries (ALGERIA, EGYPT and MOROCCO), December interview-eligible case numbers are  case numbers up to 9,999.

ASIA (maintained): Case Numbers up to 2,999;

For the Asia region’s exception countries (IRAN and NEPAL), case numbers eligible for December interviews are case numbers up to 2,949;

EUROPE (maintained): Case Numbers up to 5,999;

Except: RUSSIA: Case Numbers up to 5,949 and UZBEKISTAN: Case Numbers up to 4,899;

NORTH AMERICA: Case Numbers 1 to 4;

OCEANIA: Case Numbers up to 549;

SOUTH AMERICA: Case Numbers up to 824.

ImportantA case number being eligible for interview for a given month does not mean that the case concerned will be interviewed during the month in question at all cost. It may well be; it may also not be. In addition to the case number being eligible for interview, other factors contribute to determining when the case concerned will actually be interviewed.

Cases Not Yet Eligible

Cases whose case numbers are the same or higher than their region or country cut-off shown above are not eligible for December interviews; applicants concerned should consider their cut-off number when the next visa Bulletin is published (anytime from November 7th to 15th) to ascertain their status. The cut-offs to be revealed in that Visa Bulletin will concern JANUARY 2025, the fourth month of  interviews in the DV 2025 Program.
